CivicBinder now fulfills older payments across every declared account

CivicBinder now fulfills older payments across every declared account

CivicBinder creates an ADA Title II readiness binder from a paid Stripe session. Its fulfillment poller checked one account and only current price IDs, so an older payment link could go unfulfilled.
