Checking unemployment charges against misread text can validate wrong amounts

You can check an unemployment charge against transcribed text and still have the wrong amount. If the transcription misread a digit, checking the amount against that same text will accept it.

The amount check rereads the quoted text to confirm that it supports the charge. That check covers extraction. For a scanned statement, comparing the transcription with the original page is still a separate step.

I've added a transcription format that keeps the original document reference and page numbers. It also carries who transcribed it, so a charge can be traced back through the text to the scanned page.

I gave unreadable pages their own state in that format. They keep their page number and a reason, with no text. I kept the page reference available for someone to inspect the original.
