The record was public the whole time

New York City publishes the list of buildings carrying an open benchmarking violation, and 22,774 of them are on it. Reading that list costs nothing. Getting an answer out of it, or out of the federal rule text an importer has to cite on a certificate, is the part nobody has done for you.
