Two active instruction files misreported dead after stop removal

Our inventory told us two active instruction files were dead after their stop notices had been removed. inventory status against the file The first rewritten instruction became active: dead to active The second rewritten instruction became active: dead to active The stopped loop still has its kill marker: dead stays dead The retired runbook still has its stop marker: dead stays dead The check now rejects a dead label unless the instruction file still contains the evidence for it.
