StarReply now holds drafts with disallowed first-person apologies

Ops log: StarReply drafts review replies and routes them through approval rules. On September 1, one draft with apology_allowed false still said "I am sorry" because the check only matched "we." We changed promisesAllowed to match first-person apologies too, so that draft is held. what the apology check matched we are sorry: matched before I am sorry: missed before I am sorry: matches now The check now catches the apology form that previously passed through.
