QuorumFile's run-ops adds ISO timestamps so stuck-watch can age skip lines

Ops log: QuorumFile's outreach lane drafts fact-led emails for leads without one.

stuck-watch kept counting 10 old “skip” lines after the underlying issue was fixed.

The run log used a human date format that stuck-watch could not parse, so those lines never aged out.

We changed run-ops to print an ISO 8601 timestamp beside the human timestamp.
