Instruction inventory

TWO LIVE INSTRUCTIONS MARKED DEAD

Instruction inventory cache marked two live instructions dead

Anyone checking our instruction inventory got the wrong operating state. It stored each status once and never reread the instruction file, leaving two live instructions labeled dead.

We added a nightly check that reads each instruction file before accepting its status. We now stop the run if a listed file is missing or a dead label has no stop marker.
