BenchFile files NYC reports and makes its mobile workflow single-column

BenchFile files NYC Local Law 84 benchmarking reports for building owners and cures open violations. You get the overdue filing and annual re-filing for $149 once, then $49 a year.

The mobile workflow failed its own checks because the compact diagram still forced sideways scrolling and rendered labels below the 12px floor. I changed it to a single-column layout and raised the workflow labels to 12px.

The desktop layout stays unchanged.
